The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Division of Financial Regulation (DFR). DFR's mission supports that of the department by protecting Oregonians' access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities. This position is eligible for fully remote work once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis. Here's what you will do: As an Insurance Financial Analyst, you will: - Perform independent in-depth analysis of insurance company annual and quarterly financial statements.
- Code provisions and administrative rules relating to admitted assets, proper accounting for all liabilities, requirements pertaining to types of investments and limitations on investments; and determine through analysis of financial ratios and relationships that the insurer is not operating in a hazardous manner.
- Work must be completed within timeframes set in statute, and generally within timeframes set in both the accreditation guidelines and the analyst manual.
- Communicates in writing or by telephone with insurers regarding questions or compliance issues.
- Prepares summary of important findings and make recommendations resulting from the analysis to Chief Analyst. The recommendations must be supported by statute, administrative rule, administrative policy, accounting practices and procedures or other relevant authority.

Here's what you need to qualify: The goal of this recruitment is to fill this position at the Insurance Examiner level. However, we encourage candidates who meet the Insurance Examiner Entry qualifications to apply as we may consider underfilling the position for up to 24 months. Underfill candidates will be paid at the Insurance Examiner Entry level salary range of $ 4,755.00 - $ 7,296 monthly and must meet the Insurance Examiner qualifications within 24 months of hire. Minimum Qualifications: Insurance Examiner Minimum Qualifications: - Hold the Accredited Insurance Examiner (AIE) or Certified Insurance Examiner (CIE) designation offered through the Insurance Regulatory Examiners Society.
Insurance Examiner Entry Level Minimum Qualifications : - A bachelor's degree in accounting from an accredited college or university or a bachelor's degree with the successful completion of the following courses: accounting fundamentals (6 semester hours), intermediate accounting (6 semester hours), general auditing (3 semester hours), business law (6 semester hours-3 of the semester hours can be acquired through completion of LOMA, CPCU, or CLU courses)
NOTE: Eligible to hold the Accredited Financial Examiner designation offered through the Society of Financial Examiners or the Accredited Insurance Examiner (AIE) within two years of employment with the Oregon Insurance Division. Requested Skills: - Strong accounting and analytical skills
